Permit Acquisition

Acquisition of utility construction permits for work in public space, traffic control permits, Army Corps of Engineers’ permits, water resource permits, tree permits, sediment control permits and various other city, county or town council permits as necessary.

Easements and Rights-of-Way

Easements and rights-of-way acquisition including third-party easements for the installation of utilities including temporary construction. Title and deed research to establish ownership.

Staking and Surveying

Stakeout of planned utilities. Preliminary surveying to pick alignment of utilities. Surveying for easement acquisition and surveying for final stake-out and utility construction.

Utility Construction Coordination

Coordinate the abandonment and construction of utilities with builders, developers, owners and utility construction contractors to maximize efficiency and minimize construction delays and cost overruns due to scheduling conflicts.

Quality Control Inspections and Audits

Inspection of utility construction to ensure that DOT, OSHA and other regulations for safety and compliance are met. Safety and compliance audits of construction crews to ensure proper procedures and minimize damage to property and personnel as well as DOT and OSHA related fines.

As-built Documentation

Gathering field-notes to prepare as-built documentation and update construction plans to reflect as-built conditions.

Administrative Support

Administrative and clerical support to ensure timely engineering, design, planning and installation of utilities. Application, tracking and closure of permits. General clerical support with emphasis on utility construction.

Project Management

Business Consulting

General business consulting utilizing business process re-engineering tools such as TQM principles and methodologies to analyze customer processes and identify areas of improvement or deficiencies.

Instrumentation and technical support for gate station, regulator station and SCADA systems construction, operations and maintenance.

Training & Testing

Training pipeline personnel on various covered tasks pursuant to the OQ Rule. Training pipeline personnel on various methods of joining pipe including plastic heat fusion, mechanical joining and welding. Testing of pipeline personnel pursuant to the OQ Rule.

Operator Qualifications

Develop Operator Qualifications procedures and tests. Develop OQ plans and manuals. Audit and evaluate OQ Plans for compliance and relevance.

Small Gas Operator / Master Meter Systems

Development of OQ Plans, Operations and Maintenance Manuals, Emergency Plans and other related documentation necessary to keep in compliance with DOT. Training and testing of personnel. Performing required leak surveys, cathodic protection surveys and annual filing requirements to keep in compliance.

Technical Writing

Identifying training needs and development of training curricula and medium. Technical writing to produce user manuals, technical manuals, engineering and design manuals, operations and maintenance manuals, design and construction manuals, OQ manuals and safety manuals.
